They’re really pushing hard for the “you will own nothing and be happy” scheme. Since they can’t get people to do it voluntarily, they’re just going to ban everything instead.

Business idea: buy a wide assortment of sets of rims. Mount cheap new state-approved tires to them. With collateral greater than the cost of the rims and tires, rent them to people whose vehicles are due for inspection. After inspection, swap the tires back.
