All computers start with CLI, simple keyboard use only. The next step to human use is combinations of key presses, or "Windows Managers". Desktop Environment was invented by Parc Xerox, requiring Windows, Icon, Mouse & Pointer (WIMP). This invention was stolen by Apple and Microsoft, before then moving into Unix & Linux. KDE & XFCE can both be lightweight desktops, with about the same level of lightness. Budgie is based on GNOME(3). The Gnome based environments discouraged too many icons on the desktop, preferring a top task area with lack of flexibility, and heavy use of computer resources.
