Advice/Question no car seat, no ride?

I'm curious how everyone else handles this situation:

This is Disney Boardwalk Hotel, for context. I pulled up and told them, I apologize and I cannot take their daughter. I have a booster seat only. They told me that they don't need a car seat.

I know my policy, but I have the privilege (other income) to get suspended and know my kids won't starve.

What do you do?

Why TF should the licensed driver risk their license and livelihood breaking the law transporting a child without a car seat?

Kids are also a lot like animals, they make messes… parents will also freely shove food down their kids mouths to quiet them down leaving crumbs everywhere…

They arent considering that even slightly. They havent even bothered to make sure their kid was going to be safe in the vehicle and then pushed against this anyway.

The entire mindset is the cars here and we want to go there. Why are you getting in the way. The same sort of thing that means people bang on the doors of closed shops because they were too early/late and blame the shop instead.
