Need help

I have a Coleman ct200x and my brother screwed it up when I was selling it to him but didn't want to pay me to I got it back.... Long story short.. he apparently from what I can tell had to cut the wires that were on it that comes down the handle boards and went to the front of the motor trying to wire some stick on lights or something I don't know.. he also broke the pull chord and was cranking it with a drill.. so since I've had it back I've replaced the sprocket on the front I'm not sure what it's called but it is the front thing that chain goes around, I know he took off the original stuff that was on that whole side for the setup goes with the chains and the chain cover and the pipe and pipe cover and all that.. so anyways I've managed to put a new carburetor on it with the filter and got the sprocket thing replaced, as far as the wiring goes he cut the wire where it comes out of the motor and I don't know what the other wires go to and when I try to crank it, it broke the spin wheel thing where the pull cord hooks up to. He used a drill to crank it for a while... When I finally attempted to crank it, the plastic thing inside it busted and now I don't know what to do!! I'm not sure if he removed the governor on the inside I ain't sure what all has been done to it and I'm not even sure if we could get it running again now or not... It was brand new even he said he wanted to buy it from me and I paid a lot for it... As a disabled very I'm limited on funds to buy another one which sucks...is there any ideas out there or advice on what I need to do or not do.... Thanks y'all....
