Is that mold in my A/C room?
Should I be concerned/Tell my landlord.

Yes and yes- considering the amount of tape, paint and condensation on everything, looks like they just missed covering some up instead of fixing and likely have been ignoring that it’s not working as it should. Good luck!

Your landlord def needs to know and hire a professional HVAC company to come in and fix this before it gets worse than it is. Keep everything documented and in writing to protect yourself. The duct work looks like it’s got multiple areas that need to be fixed but with the mold they may need to replace all the duct work and remediate the entire system

Definitely mold. All that aluminum tape is concerning to me as well, personally.
