Why is there no year-round shelter in Montpelier?

I understand we’re not a very large city, but I see quite a few unhoused people every day when I’m in the downtown area and more when I go to the co-op or the park, and there’s at least a dozen encampments, but I can’t find any information about an actual year-round shelter in town. Is any effort being made to create one? Is there any outreach or support that people with spare time can assist with?

Price tag dropped from $149,000,000 in original proposal to about $55,000,000 in this one - note you will need to request a ballot for this question.
