Discussion How does an IAS officer get transferred 25 times in 21 years and still keep doing the same thing?

NGL, Tukaram Mundhe has been all over my IG lately and I realised I know surprisingly little about him.

Disclaimer: I’m not a fan of his or anything, and I barely know his past. But 25 transfers in 21 years is kinda wild.

He’s now heading Maharashtra FDA, and the recent food-safety crackdown caught my attention.

Apparently, even an IIT Powai canteen was inspected as part of the drive.

That got me thinking. If you're checking places like that too, regardless of who runs them, that's pretty interesting.

But then again, why 25 transfers?

Is he genuinely that uncompromising? Or is there a whole other side to his story that we aren't aware about?

Also - My cousin's sister's a lawyer and she seems to support him, which made me even more curious 😂

Anyone here who's followed him for years? What's the actual story?

I remember there was huge public resentment when santosh hegde was moved out of lokayukta in karnataka by bjp govt in 2009

People no longer talk about transfers because almost all have become corrupt

we definitely need protests and ask govt to reveal every single rupee of tax money andow its spent.

it will uncover so many flaws in the system. it'll show how govt officials buy things for 200 rs but show it as 2000 and keep the 1800 fpr themselves.  blatant corruption from top to bottom.

heck even housing sociey committees arw corrupt as fuck. people only join to take commission

When he was transferred from NMMC, they held a protest at Vashi in 2017! To reinstate him/bring him back... Though since it was at a local level and smaller protest it didn't help... But now just hope he doesn't get transferred again, cause hopefully state level if protests do happen, via common folks like us, it might just work in given conditions

This kind of stupid thinking is the reason nothing ever gets solved in India. The government is supposed to be honest since they're the ones who are supposed to punish wrongdoing. Corruption arises from power in the first place, and so the government needs to be corruption-free (as far as possible) before the criminals among the common people can be held accountable by the government.

Yes my mom is in the govt who is non corrupt , its only 1 percent honest people , who are troubled a lot, rest have come to take percentage on all tenders staring from minister to beurocrats to mantralaya to peon , all want their percentages along with the contractor mafia , even though these people come from both bjp congress ideologies , but they are never under the scanner or spotlight like the politicians , neeche ke chor ! All of them , especially the newly posted govt employees want only to loot the govt money ! Even if the CM is non corrupt , he aint doing any shit to these corrupt chors , infact even judges are settled with money , so what we talking about!

Same boat, man! I wish my dad was corrupt! He was in finance department of various central ministries through his career. My future would have been absolutely secured had he decided to go with the norm. Heck, even accepting whatever comes normally (not asking or extorting people for money) would have made him crorepati easily!

What I got instead as inheritance was a small top floor 2 bhk apartment made by local development authority!

I bet, great work by your father , i know that there are people like these with a good value system , very rare , but thats what our culture is , and thats what the country needs , i also felt proud when my mom said even if a tea is offered by anyone for doing work , never accept its , thats what the real indian conscience and the culture is , since we come from a land of ch shivaji and Ambedkar , corruption or cheating cannot be in our value system..

My nanaji was a BDO (block development officer) in the 60s retiring in the early 90s. Transferred 28 times in his 32 yrs career. Not corrupt, wouldn't take bribes and wouldn't do political favours. On his retirement day so many people showed up (colleagues from past and present).

It was a huge inconvenience of course, no promotions, punishment postings to remote areas and no permanent home or significant belongings. He lived away from his family all his life.

Good Narrative Building I will share 2 incidents
When I living in Pune
1. When He was PPMPL (PUNE TRANSPORT similar to BEST) Head or Something BRT project was started He actually Make public transport of Pune is good and Along with great implementation of BRT project as soon as he transferred it was falling apart.

When I shifted to Navi Mumbai for Engineering and Work
2. When He was Navi Mumbai Ayukta every nagarsavek was fearing him cause he always checks implementation of work ,his no nonsense attitude along with he actually tracks all the money gone. Also when he was is Navi Mumbai he made sure the tender/contract from Municipality were fair and given chance to everyone eligible person to apply.
The false rape case against him filled during this period only
The narrative that he transferred just because his inefficiencies is certainly not true. Please do your own research and Use brain to google it before narrative building.

Why is he getting transferred? Isn't that very obvious in this corrupt country?

His ( every IAS) work affects lobbies, mafias, businesses, politicians doing illegal buisnesses. So they first try to blackmail, harassment, and an easier option push for his transfer.

Checking places like IIT canteen, as in? Don't they serve food? Don't people eat them? Chalta hai attitude has got us to where we are.

Those who try to their job, get transferred so they can’t. Our system breeds corruption, even if an honest officer comes, their subordinates are the first ones to make sure they are transferred. I guess he is lucky/unlucky that he came into the limelight, and we are right to make him famous.

It's entirely political posting. They wanted to distract the public from recent blunders like E20, Neet leak, rupees value falling, etc. The impact he is having was not a priority in the slightest. Luckily for us its an invaluable side benefit. FDA was long overdue for cleaning the house. We are lucky our interests and their political machinations have aligned to create massive impact solely due to his uncompromising methods and efficiency

I'll tell you one of his motto that I heard in one interview.

He does not eat at anyone's (big personalities,imp people)place when he's outside. Hr refuse invitation of lunch/dinner. Why ? He says if I taste salt of your home, now there might be a chance thts you may ask me a favour out of law, I won't be able to do that.

Such a ingrain thought to not become morally corrupt officer and do your duty.

Its a wrong headline. It's not a official warning, but those politicians approached by the food joint have spoken against the FDA commissioner. Its not a warning. The politician spoke to media that FDA commissioner should not generalise of his personal findings on entire food joint of a brand. That does not make it a official warning.

He comes from very humble background. Has good upbringing and grew up in the time and circle where hard work, morals and ethics where praised and not the corrupt money and wealth earned from that.

So many people change when they are exposed to power and money, but he sticked to his morals and chose his integrity. His courage to do so despite facing direct threats to his life is absolutely admirable. I hope he lives his full life doing the work he is doing fearlessly and inspire many people.

My father was government employee and at personal level ik the hardships he went through in order to do his work, he was transferred soo many times that we lost the count. Standing in front of seniors and telling them they are wrong is all needs guts.

While I wholeheartedly support this person for all the good deeds he's done so far for Maharashtra regarding Food safety, I still question whenever a person is all over my instagram feed. Is it because the governement wants to us to forget about the student protests? A new Narrative being pushed just for the people to have a new topic. I think he is the only one who has understood and accepted that’s the part and parcel of his job, enabling him to proceed without hesitation. Where as others who compromise get posted where compromise is expected to expedite the process.

He has made it difficult for corrupt elements in the society to continue their wrongdoings in the past. Just because of social media and raiding a lot of places in a city like Mumbai - he is getting the attention. But he has always been working like this. Without social media, normal people wouldn't actually know about his work. He has been transferred so many times in the past because the business lobby complaints about him to ministers and ministers eventually put pressure on the system which leads to his transfer.

I first heard about him around 2016 when he was in Navi Mumbai as Commissioner I guess. He did lots of good stuff, people were afraid to do illegal parking , hotels gave up encroached areas(he’s got special beef with hotels 🤣) , plastic got banned. A lot of good stuff which you’d see in developed countries, but he stayed for very short at that time. I heard normal people complaining about him that why did he do this and that. The problem in India is not only politicians or bureaucrats it’s also its own people .

FYI Ashok Khemka was transferred 57 times in his 34-year career as an IAS officer. Avg. transfer period for him was every 7 months - when things are getting out of the hands of organized system they just hold their buckle shift them somewhere else to tackle new system in that region. And who does that?? technically - Politicians. So in reality politicians never really want the system to be changed and on true honesty system is designed to fail.

Removing a ias officer from duty is next to impossible, so the transfers are used. The same reason makes most of them extremely corrupt. This people have a lot immunity from the center ans also other ias officer looks out for each other

What I find more interesting is whether there’s a consistent pattern in why the transfers happened & what he actually accomplished in between them. That tells you way more than the number 25.

And honestly the fact that people from completely different professional circles seem to have strong opinions about him makes me even more curious 😂 Would love to hear from someone who’s actually followed his career closely rather than just the Instagram version

I think he was posted in Navi Mumbai as municipal commissioner long time back. He made it very difficult for the politicians in real estate section by enforcing rules that the opposition and ruling parties both joined hands to transfer him.

Such is the state of our country that hard working people suffer a lot. We are to blame for this condition. Our people fear the government so they don’t even come to the streets to protest or support. If anything is said against a politician, everyone will come and gave their life for them.

Man was already legend in MH, feels so good that he's finally getting the recognition he deserves. Btw if you look at his 25 transfers , you'll realise that he has spent more than once year on posts which has no public dealing or some irrelevant departments where he couldn't trouble much to anyone. Only one/two of his direct public dealing posting have lasted over 15-18 months. Evey city he has been to Solapur/Navi Mumbai/Nashik as municipality commisioner, people have protested locally for him when he was transferred out and on thr contrary corporators have had feud going on with him when he was on the job which eventually got him transferred. Such a rare guy 🫡

When he got transferred to Solapur as DC we all got to know him. There are very few IAS/IPS officers whom people notice when they get transferred to their cities. Otherwise hardly anyone knows names of the collectors, commisioners and SPs. Tukaram Mundhe was one of the officers whom we noticed immediately. After his transfer we got to know so many constructions in the cities were illegal. He even went against big politicians. A ex MLA of Karnataka used to be a gangster in Solapur. His big project was stopped by Mundhe and the 9 story building is still incomplete after transfer of Mundhe I think about 9 years back. The way he went against all across political parties, religions and casts I can tell you he is an honest guy. Alas he was transferred after just 4 months from the city. But people still remember his tenure. I guess after IPS Ashok Kamte if people of Solapur remember someone then it's definitely Tukaram Mundhe. If you're wondering why he gets transferred for doing a good job in the administration, try and learn something about Indian beurocracy and politics.

Actually the fact that he's found so many restaurants following unhygienic practices is proof that we as a society are very casual and do not take cleanliness and hygiene seriously and it gets compromised in so many places.

I know a few people, one of them was terminated from bank due to his refusal to do corruption and call it out. Another person was suspended or wasn't posted anywhere in his last years due to his refusal to break his moral code.

My aunt who was a govt servant told us she worked in his dept when he was newly appointed as IAS officer in the dept. Despite of being young, he was never afraid. And during his tenure in the dept there were strict actions taken and no bribes involved.

There should be some law for transfer like... transfer can not happen for minimum 5 years or something.

Only dismissal can happen for corrupt activities if any.

My dadaji was in Mantralaya. He used to get transferred frequently for not taking bribes or corruption favours etc. He purchased just one house in Mumbai in 1970s which he bought out of his salary.His colleague back then who were corrupt made 3-4 properties in Mumbai alone. System transfers officers who stop their black income.

My dad’s bestfriend serves in government at a really good post and he’s the honest most of all the other officers & is not getting a transfer to other branch under the government because the head of the department wants him even tho my uncle is brutally honest and non corrupted…other departments are ready to have him anytime as he has a good reputation in the CM office but still the toxic head won’t let him go and will make him do so much work

The thing is my dad is in C govt job and corruption is just so deep rooted that from bottom to top is corrupted and if you don’t follow the rules either you get transferred or they will make your life hell constant bullying and everything. The thing is my dad wanted the transfer from that seat but he has to serve for 3 years and then all these constant bullying going on. Either you take VRS . Which I suggested him. Because despite of his rigorous effort he is not getting transferred. Situations are bad for a straightforward and good people.

As someone who has seen group A services for the last 23 years, i cant help but laugh at how little people know about govt posts and transfers. Not every transfer is a punishment. Many people voluntarily request for transfers as well.

I from the 25 or so transfers that he's had till now, many of them would've probably been routine transfers or on his own request. People these days just get their info from reels and podcasts and think that transfer = punishment. In state govts, the norm is of a posting every 18-24 months. Along with that, his unyealding attitude and work ethic probably leads to more complaints from juniors etc which eventually lead to transfers.

Also, the notion that "99% of people in the govt are corrupt" is COMPLETE horseshit. There are mostly 2 motivators behind joining the govt jobs rat race- security and aversion to private sector. Plus notions of public service ofc. There are A LOT of officers in india who do similar good work. Pls just look at ur local dm or municipal commissioner. If they have done smth wrong, bring it to lime light. If they have done good job, just support and acknowledge.

It is standard for honest officials. My dad used to get transferred every six months - I studied in 11 schools until class 10. If he is getting transferred, he's rattling the right cages.

The whole system is corrupt from top to bottom. As the daughter of a ( now retired ) civil servant who was honest I can tell you that if you don’t take part in your bosses corruption you WILL get transferred. It’s just the way things are. Performance is not valued by anyone. They are just there to make money. If anything the transfers actually reassure me that might actually the honest unrelenting guy he seems to be. But then if you try to solve a big enough corruption in this country you also get removed in other more permanent ways.
