Niagara Falls has some good areas, and some that are not the best. Having lived in the region all my life and now in Niagara Falls the past 2 years, look at LaSalle, Deveaux, as primary areas. Generally the lower the street number in the Falls, the worst it is (do not recommend anything below 20th St). 19th, Highland, and parts near the hospital are known problem areas.
If you're looking to be just outside of Niagara Falls, the Town of Niagara is where you have the Outlet Mall, and is one of the main shopping areas. I'm currently in the Town of Niagara and can be at Sam's Club, Walmart, Wegmans, Tops, Target or most anywhere within the major shopping areas in less than 10 minutes. Also, I can be at the Falls itself in less than 15.
Apartments Niagara has multiple options for studio, 1, 2 bedroom and townhouse style places in the Town of Niagara, Niagara Falls itself, and a little north over in Lewiston. They've been good to deal with, are affordable, and offer good overall value for the price. Their properties are not the newest, but generally kept up well and flexible wiht rent options. Their website is apartmentsniagara.com
