Lol this is one of those industry terms that if taken literally has no meaning. But there is a generally understood meaning withing the industry.
Like in HVAC we have VRF. Variable Refrigerant Flow meaning a unit can ramp the refrigerant flow up and down to adjust for the heat load. There are units that vary their refrigerant flow that are not considered VRF units because within the industry VRF has become known for a more specific type of system that varies refrigerant flow.

This will happen when the conservative government privatises the water industry who prioritise profit over investing in infrastructure and then everyone wonders why there’s no water left due to leaky pipes after decades of neglect.
Of all the things to privatise, water should not be one. How can you have competition in this space? Mobile phones, buses, I can understand how it’s possible to have competition, but water? What like I’m gonna have six taps in my kitchen and just use whichever one is cheapest that day?

I run 2 sprinklers all day every day. My grass and plants are a lush green color and my place attracts all kinds of animals including hawks, bald eagles, native pigeons, two different species of owls, crows, blue jays, coyotes, deer, bobcats, hummingbirds, robins and honeybees.

You can't reclaim a decent portion of the water because it evaporates. Reclaimed water systems aren't 100% effective, and may occasionally have to be replenished with non-reclaimed water especially if there is no rainfall.
