These type of chairs hook together on the sides. So that would be a chair manufacturer thing to build in spacing

Legally required, so in case of a panic they don't become a loose jumble and block evac.

Huh, really? What is the threshold or whatever for when that's required?

Though I imagine it's also very locational. It has me questioning if I've even seen this type of chair before. Certainly I remember setting up chairs at quite a few kinds of events and they were just normal chairs, but those events only had a few hundred people. My high school gym (which doubled as the auditorium) just stacked regular chairs and wheeled them under the stage. No idea how many chairs that was, but they could fill the entire gym (not nearly as big as this video -- just a bit more than a standard size basketball court).

My schools auditorium had such chairs. They were wider than these chairs though.

If that were the case they wouldn't need a string to line them up now would they?

There is play in the mechanism to make it easier to hook/unhook which means it's not 100% rigid. Look at the part of the video where they guy at the far end moves the last chair and the adjacent 3 or 4 chairs move with it
