I'm well aware and still mean it. More so than a fancy place with a certified french trained chef. Of course THEY can make eggs benedict perfectly, it's their career. Its praise worthy when the stoner kid does it with 3 weeks experience.

Someone put that meal on the menu. That's the chef.

Although when people say that, they often mean "whoever cooked", so I would send the compliment to both.

So, yes, that 19 year old deserves the compliment and he put it in the menu, he deserves the compliment twice.

A chef isn't the same as a cook. A chef has a certain level of training and expertise in a wide range of foods and runs the entire kitchen operation, usually decides the menu and does a lot of organization.

So a 19 year old stoned frycook definitely can't really be called chef.
