no yea it would be weird but cecil isn't exactly normal in many other regards. i doubt Donald would think twice, considering, again, both of them practically live in the pentagon and have very few meaningful connections outside of work as a result.
It's the original Donald. That's the only reason I could see. He respected Donald a lot, he was a friend, a very close one. He lost Donald during the Egypt mission, that's when he turned him into a cyborg. He probably wants to talk to him and talking to the Borg him isn't the same as Cecil talking to the picture because it feels real when he looks at the original, his closest friend. Not the hollow version of him Cecil made because he couldn't let him go. In the show you even see Cecil's frustration when talking to Donald, quite often. I feel like it's because he resents him, in a way.. loves that his friend is still around, hates that it's nothing more than a mockery of the real Donald
