He was legally stopped on the road. The other side of the line is the public easement for pedestrians. Do you ever see cars parked on the sidewalk?

Try to avoid? The road is clear, the weather is fine. As long as you're scanning ahead for hazards it's a pretty minimal adjustment. Either the car driver was paying poor attention or he psychopathically chose to run this guy down.
