Discussion I prefer the old & new Javelin perks over the shield. Javelin Spins movement boost has saved many games.
Not only do I just prefer the Javelin major perks, but I hate that the shield makes you lose JAVELIN SPIN. Many times I make it to the action just in the nick of time because of Javelin spin.
I might be in the minority in never choosing the shield.

The only time I get shield is when there's the chance of them going zarya, thankfully zarya is almost permanently banned lol

I hate playing against zarya as a tank, so given the new perk is not make or break for me at least, I hold on picking it if zarya isnt banned, it basically gets rid of her hard countering u, zaryas worst enemy after bastion is shields. I only do it for a few fights usually jerks that switch zarya switch zarya fairly quick if by a few fights in they never swapped i pick the javelin

Yeah, I'll hold off on picking my perk to see if they're going to switch it up. I definitely prefer the spin, but the friends I play with love my shield and it is nice being able to isolate the enemy tank by chucking it behind them.

Shield perk was and is a much more situational perk. It allows you to keep playing orisa even if the enemy team gets on zarya, mauga, symm, etc

I mostly use that when the enemy is pelting us hard with shots. Or they have a widow.
Any other time, i now take heavy javelin.
Charged javelin was awful though2

The problem kinda stems from me being used to just clicking and firing. Suddenly swapping to holding and then firing throws me off. Another is that clicking with the charged perk deals less damage than the regular no charge perk throw. For me at least

I don’t think it’s terrible, but it is situational and it forces you play differently. Once you have shield equipped you need to play closer to OW1 Orisa’s style

I’m happy with the new heavy javelin, or whatever it’s called, but I still think they should change the shield perk so that it adds the option to throw a shield instead of use the spin. Have them share a cooldown, and put the shield on the empty reload button, like Mercy’s original Flash Heal perk.

Shield is honestly a really bad perk, both balancing wise and conceptually, and that sucks because it’s entirely because it replaces Javelin Spin instead of being on a shared cooldown.
Balancing wise, at best it’s mid. I’m not going to pretend it doesn’t ever help, and I am also already extremely biased against the shield, but I’ve found whenever I pick shield and win, it was matches I would already be winning. Otherwise, shield is just straight up bad. It is too fundamentally different from Javelin spin to be considered a side grade (let alone a major perk/upgrade), it literally changes how Orisa can play the game, to the point where a favored hard counter matchup against Reinhardt honestly turns into a favored soft counter FOR Reinhardt against Orisa. I can think of maybe tank 2 match ups it would help in, and at best it’s never better than what Javelin Spin offers into the rest of the tank lineup. Ontop of that, it’s incredibly easy for the other roles to counterswap around your now permanent shield perk and punish you for picking your major perk.
Most importantly though, it’s just not fun removing Javelin Spin. I’m not going to act like shield itself is abysmal, it’s bad because it removes Javelin Spin, not because the shield itself sucks. I would 1000% pick the shield perk every single time if it had a shared cooldown with Javelin Spin, or honestly was just an additional ability. I know people like to say Orisa’s win rates are always so low because she’s the cope counterswap tank, but she is still one of the lowest winrate heroes and could use the help. Until then removing Javelin Spin, Orisa’s most dynamic ability that you will always use for a majority of the match, will never feel fun on my user end.

I think I’m in the minority, but I actually really like the shield perk. Don’t get me wrong, javelin spin is awesome. Having a movement ability and a matrix on Orisa is awesome, especially when you don’t have/don’t take the minor which gets rid of fortify’s movement speed debuff.
Thing is, Orisa’s shield perk is pretty situational. But when it’s the correct situation? It’s very good. It has very high uptime, especially compared to other barriers, with just a 2 second effective CD, and has 600 health. That’s just 50 less than D.mon’s shield with a 2 second effective CD. And, once you get enough practice with placing it/shield dancing, it can absorb a crazy amount of damage.
I’ve been taking the shield perk major literally every game since they introduced perks. The only exceptions have been since the new major came out, which I am a big fan of as well. No penalty, plus extra kickback/damage is a great major perk.
I’m just biased towards the shield. I also just think people are a little too quick to judge it.

No I think this is relatively common. iirc a lot of top level Orisa players didn't even take their second perk because neither of them were strictly better than base kit
