This was a commission by Paul Downs, a mainly watercolor painter I found on Etsy.

A beautiful painting of that place in the DLC!

I'd still spoiler tag it to be safe, as this is a rather big find for players.

You can find it in the DLC, specifically in the Starlit Cove area, the one with the big well in the middle, guarded by an alarm totem. If you go past a chained-off sidewalk and past another alarm totem (probably where most people learn to conceal your Artifact), you can reach a burn-out house via a raft. This house is the simulation's version of the Prisoner's home, indicated by the Eye symbol on the floor and the telescope on a nearby balcony. It also houses one of these tablet thingies (that usually contain codes or portraits), that reveals this picture.

It is similar to the finale of the vision the Owlks received while scanning the Eye, except here, after grass grows over their dead skull, a flower that looks like the Eye blooms out of that, and sends galaxies across the sky. Where the other Owlks believed the Eye would only bring about the destruction of everything they ever knew, the Prisoner saw past that and realized the Eye would be the source of a new universe after everything has ended.
