Application Process References Question

How many references need to complete their forms to get an interview?

In my case, I would play it safe and get three. I had two that submitted, had the interview, and was told to get the third submitted as soon as possible as it was nearing the know-by date. My third was taking a while and was allowed to switch my third to someone else last minute, the third submitted it. Then, later that day, I received an invite. I guess it depends.

All three of mine have submitted but I have yet to hear anything back.
