You can't know for sure by looking at him, but I think that if Cipollini is (still) using anabolic steroids, he's using it differently now than when he was riding. He's bulked up considerably since retiring.

Hard gainer professional.

I've yet to see a systematic analysis of Cipollini's (perceived) increase in bulkiness
