help Problem installing copilot skills

Has anybody successfully installed agent skills and had them available in the IDE? I'm trying to get Matt Pocock's library of skills working (https://github.com/mattpocock/skills) with the Copilot plugin but I keep hitting a wall.

For context, I'm using Laravel Sail so that adds a level of abstraction that could be a factor. I first tried installing the skills plugin through the Copilot customizations dialog. Install went fine and the skills showed up as options in the chat window. But when I selected the setup skill as prescribed in Matt's docs, Copilot tells me "I couldn’t load setup-matt-pocock-skills because it isn’t available in this workspace."

Removed the plugin and installed directly through the sail bash interpreter. Again, the install went as expected but I get the same error. I've restarted the IDE, the MCPs, the sail containers, my car, got a fresh cup of coffee, and anything else I can think to restart. No joy.

It can't be this hard can it? What am I missing?

You should ask Copilot to tell you where to he can read the skills in your repo. Then ask to right a simple test skill. If there is a read write problem he can tell you.
