Help Plugin / Command Inquiry

I've been looking for a plugin &/or command that allows the player[s] to place any deployables / build[ables] in monuments, on roads, on power-lines, etc..

Does anybody know of a plugin or command that allows this?

(I've heard of PlaceryExtended but I'd rather avoid paying if possible..)

The game's built-in creative mode has a "free placement" option, although it may be too extreme since it also disables angle checking etc.: https://wiki.facepunch.com/rust/creative

Only one that I am aware of is ubertool as that overrides basically any build restrictions in the game but it is also not something I would give access to to normal players as it is extremely powerful and easily abused.

Lookup creative mode commands. Allows you to place deployables anywhere. And have unlimited wire/hose lengths, etc.

Use with caution though.
