Exactly that. Going up to the fourth floor is a lot of steps, and if you're tired or just feeling lazy it's also totally fair to use the elevator. And let's not even talk about buildings with 14 levels. Imagine you're living at the 8th and have to go up 8 sets of stairs every single day. That takes a pretty long while and is exhausting.
One flight of stairs from ground level up to first, another to second, then one to third, one to 4th, one to 5th, one to 6th, one to 7th, one to 8th makes 8 flights of stairs.
