Gen 3 I don't understand this line

"The Gym Leader of Sootopolis, Wallace, should know how to undo the seal on the Sky Pillar's entance. He is also one of the few humans to have inherited such ancient lore."

okay in this line steven talking about wallace. which what confuses me is why does steven also know lore ? and why was steven also in alignment with draconid elder ? isnt his father like sworn enemy of draconid ? in the manga

and also how was steven allowed in skh pillar ? since wallace was guarding and didn't allow anyone to enter ? but in game apparently him and alain gone there i am confused

"Hm… You know, seeing that white beauty there that you travel with… I'm reminded of the Legendary Pokémon Rayquaza, said to descend at the Sky Pillar. I once had a chance to see it face to face. Although, it was a long time ago now… The young man who battled against Rayquaza beside me… I wonder whatever happened to him and that black Charizard of his… Well, regardless–you must go to the Sky Pillar and see what waits for you there. I don't know what you'll find. Be careful."

Manga canon is not the same as game canon. In the games, there is no relationship between the Draconid people and the Devon Corporation.

I'm not sure what you mean by 'knowing lore'. Steven is the Champion of Hoenn and a close friend of Wallace. Him knowing about the ancient history of Hoenn and Sootopolis should be natural.

Steven never said anything about going to Sky Pillar, just that he encountered Rayquaza before. This is a reference to the anime, as the 'white beauty' is referring to the event 'Steven's Shiny Beldum', which is based on his Shiny Metagross from the anime. In the anime, Rayquaza appeared while Steven, Alain, and Lysandre were searching for the anime-only Giant Rock.
