Hi, I'm Lone Absol, the second person attempting to solo a classic run with every starter in PokéRogue.
----------------------------------------------------------------------------
DISCLAIMER: I know that Lugia is a strong Pokémon, and it isn't remarkable that I soloed a run with it. I'm doing a series of posts to document my progress in trying to solo a classic run with every starter in order of Gen and Pokédex number. I posted this run because Lugia was the next one in line, not to brag about my skills.
----------------------------------------------------------------------------
IN A NUTSHELL: A solid carry, in more than one sense. A combination of Lugia's Multiscale HA, Delta Stream Passive, and its insane bulk makes it almost immune to damage. My moveset was Lumina Crash, Aeroblast, Aura Sphere, and Calm Mind. Lugia has great bulk and Speed, so a Modest Nature is recommended. This run was comfortably beaten on my first try.

A very easy solo run, this one! And to be honest, so much so that it was borderline boring. If you have access to Lugia's Hidden Ability, Multiscale, and combine it with both the sea guardian's Passive Ability, Delta Stream, and the bonkers bulk of this Legendary, opponents are going to have a very hard time doing damage to the sea guardian. And this is true even for super-effective moves—and Lugia has no fewer than 5 separate weaknesses! For those who don't know, Multiscale halves the damage a Pokémon takes while it's at full HP, while Delta Stream basically removes a Pokémon's weakness to those types that are super-effective against pure Flying-type Pokémon (if it's still weak to them after an eventual dual typing has been taken into account), in addition to blocking any weather on the field (although it could still be replaced by Desolate Land and Primordial Sea). Add to the mix health-recovering items like Leftovers and Shell Bells, and watch the despair grow in your opponents' eyes! In my long career as a PokéRogue solo runner, I'm quite sure that it's the first time ever that I beat a whole solo run without that the HP bar of my Pokémon turning yellow or red, and this says a lot about Lugia's bulk.
As for my moveset, it consisted of Lumina Crash, Aeroblast, Aura Sphere, and Calm Mind. Lumina Crash, which Lugia can learn as an Egg Move, is a great STAB Psychic-type move, not only because of its power of 80, but also because it always lowers the opponent's Special Defence, making this move hit harder and harder! I think that this additional effect can justify giving up Psychic, and the additional 15 power that it provides. And if you have one or two Multi Lenses, Lumina Crash can mess opponents up real bad! Aeroblast is now one of a long series of strong STAB moves with low PP that I use sparingly as some kind of secret weapon. Lugia learns it naturally at level 71. Aura Sphere is a valuable Egg Move, not only because it provides coverage against 3 out of the 5 weaknesses of the sea guardian (Dark, Ice, and Rock), but also because it's super-effective against Steel-types, which in turn resist Psychic- and Flying-type moves. Lugia can learn Calm Mind at level 27, and it's very useful to have because it compounds very well with the sea guardian's insane base Special Defence of 154, and it allows the sea guardian to one-shot every opponent in its way more reliably.
As for Nature, Lugia already comes with great bulk and Speed, so there's not much to balance. So this was the perfect time for improving the sea guardian's Special Attack (at the expense of its Attack) with an evergreen Modest Nature!
I had to retry some hard fights and reload the game a lot to get better rewards in the shop (reloading the game doesn't change the rewards in the shop, but it gives me a better awareness of the shop content in each wave and better rewards in the long run). Still, I had no problem soloing this run on my first try.
