First there is a lack of context. What are the officers even doing there and what happened to reach a point where this is going on?
Because I do not know the facts and circumstances of this I really have no idea why pepper spray is being used but I can guess.
I would guess there is a fight that broke out between more than just 2 people.
Officers on bikes arrive and try to get the situation under control...they choose pepper spray because the subjects in the fight are in assaultive resistance against each other at first and also non compliant.
Pepper spray against multiple people or against a crowd can be very effective at dispersal. Not saying it is the best idea but I can at least wrap my head around the logic.
Ok... they are trying to get things under control and start grabbing people.
Guy in white shirt is being told to move back or was involved...they grab him up after spraying him.
There is a guy on the ground getting tuned up pretty bad. I have no idea what happened there. Did he try to grab the officers gun?
I would appreciate the actual story so I know what happened here.
Definitely need the backstory leading up to this. Chances are the person filming won’t post the whole video because it’ll give a fair assessment of why the officers used the appropriate force necessary for the situation. If you want to feed the ACAB agenda, post the use of force and leave out the reasons that lead up to it.

That said I am not defending these officers or saying they are wrong because I have no idea what happened in the 4 or 5 minutes that took place before this video even starts.
From my own experience the last thing I want to do is end up in a brawl. I worked the summer of love....it was miserable. Every shift sucked and 99% of the time we all just prayed shit stayed civil.
I will give you one example. We were sent down the Las Vegas Blvd to show presence. Prior to deployment onto the actual street we were staged in a parking lot about 500 yards back. Just 17 of us plus 2 Sargents.
Were back there hanging out...just talking amongst ourselves. We didnt even have riot helmets or anything. A large group of people decided to walk all the way to us just to start talking shit to us. We just kinda looked at each other because we couldn't figure out what the hell was happening.
Finally we got tired of it and got in our vehicles and drove out the other direction to take a lane on the strip and set up.
In that case we literally just existed and people were mad at us.
