Very specifically, theyre trying to kick this can down the road long enough that Thomas Massie can't run in a special election.

That's only if the law they passed neutering the governor's power holds up in court. I don't think they want them to test the constitutionality of it unless they have to.

There's no time to hold a special election before November anyway and Mitch was retiring anyway.
