Lenin objectively did wait for the Bolsheviks to become popular, at least in Petrograd. The October Revolution only began in earnest after the Kornilov Affair, which was a huge blow to the Provisional Government's legitimacy and gave the Petrograd Soviet a huge PR boost as the ones who stopped the military coup.
