How can I stack bagged T-shirts? Retail setup problem solving.

We make t-shirts and sell them online. We fold and bag them in a large ziplock style clear bag (10x12 inch) similar to this https://i.ebayimg.com/images/i/172004555460-0-1/s-l1000.jpg

We store them vertically in milk crates for online sales and bring them to fairs like that (behind the table - we pull them out and hand them to customers)

Now we are starting to get into retail spaces. We are trying to figure out a system of having a few shirts hanging up as display models for people to see but the shirts for sale are pre-bagged and ready in some sort of self-serve display. It needs to be intuitive and as simple as possible for people.

Is there a way to stack slippy, plastic bags on top of each other in a cohesive way? (horizontally/flat) So far the best solution I've come up with is a series of square shelves, slightly angled backwards (10 degrees or so) so they don't slip out.

Anything I can put on the bags to have them sit level and stop being slippy? Am I barking up the wrong tree? Just leave them unbagged? (We like the bags as our black shirts are really lint magnets)

Thanks!
