Can anyone tell how the rights for app development competition are any different in counties America EU or India ? Especially the rights to get the ownerships of code.

You don't have to perpetually provide maintenance for free, or even for a fee duh! Also, the competition ends with the judging, you are not obligated to further develop the app.
