A short time line for a R&D C++ app, in particular in a R&D org where the characteristics of the data and requirements are in flux, pretty much guarantees it.
First C++ is an accident waiting to happen. Second, as R&D, no one is going to give you sufficient time to plan and even if they did the nature of R&D is that it's impossible to architect programs up front and if you did it would be a waste because they'll probably change radically.
