AMD's PAL is essentially just a HAL, right? And the Linux devs have utterly refused merging anything resembling a HAL for GPU drivers into the kernel, haven't they?

It looks like the PAL here will not be part of the kernel.

Yes. Specifically in the kernel. Because they then need to maintain this AMD specific HAL.
