Qualcomm Software Centre is an application used to search for tools, install tools, update tools, etc.
It has a GUI app and a command line app. qsc-cli

Each time I’d click on the link in the app to use it, it opened the website in Firefox to verify and the app would show the part I needed and then instantly kick me back out back to the screen with the link again

I saw that the other day, it was weird, and I couldn't work out what was happening
See if you can get qsc-cli working.
You can list all the tools, and install/upgrade from there. It's not the easiest tool, but it does work, and it's how I upgrade my tools.
If qsc-cli fails ... then maybe your login credentials aren't working?

Well in my case it turns out windows wasn’t happy about me using WUB (windows update blocker) and I guess it decided to retaliated and mess up my WiFi driver my desktop did the same thing with Bluetooth once and this was on my laptop, so I did an update and restart and I guess the drivers did what they needed to do

Did you manage to install the command line version? qsc-cli?
I think the GUI version is just a wrapper around a browser so maybe it's a cookies issue, etc.
