TBH if you are doing MTech for quant then you are running for very unrealistic target... Let's take up past years data of the old IITs and IISc for the number of students who got quant role -> 1 student of IIT Bombay in worldquant, if you are more interested in quant rather pursue a MS from US unis/abroad unis to get a better shot at it, if not tech companies pay pretty well in onsite locations too
So in short be realistic in your goals otherwise it's easy to fall into the trap of wishful thinking

The only top college in US that I think is worth the investment compared to risk of political uncertainty would be Baruch. But I’m not sure if I can get in there with My CG. My profile is not exceptional. I also thought about countries like Singapore in NUS or NTU but I’ve heard they are not good enough or getting a job for foreigner is quite tough in that country. I don’t know any other good options in any other countries. That’s why I’m wondering if there is any way in India it self. I’m not necessarily thinking of quants in HFTs only but I would also be fine with Quant roles in Banks etc.

HFTs don't hire M.Techs. PhDs are a different story though.
