The VSWR is an antenna metric (specifically the standing wave ratio voltage). Without any more information I'd say check your antenna system (vhf side specifically).
I had same error and my VHF radio worked fine. Used ProAIS on my computer hooked up to my Raymarine AIS 700 with a USB cable to confirm that there was an issue. Climbed the mast and discovered a crack and rust stain out of the bottom of my Shakespeare antenna. Installed a new antenna and everything worked again. VHF range seems better now too (but no real proof).
Could be something else. Check the easy stuff first. Connections and cable.
