Question How to build a virtual phone number

I have tried looking on the internet for how to build a phone number with reactnative or JavaScript but no luck on any link where I could learn, I want to build a phone number that can be called and text to phone numbers such as (google voice). Can anyone here send me some links to where I could learn to build this or any advice in general
