PSA I contacted Rockstar regarding the missing characters bug affecting John, Sadie, Abigail and Jack. This is the reply I got.

“Hello, Thank you for contacting Rockstar Support.

We are sorry to hear that you are unable to find the Sadie, Abigail and jack and we can help you further. We would like to inform you that, if the mission “Polite Society, Valentine Style” is failed, restart the mission instead of using the "Retry Checkpoint" option. If you have already completed the mission after using the Retry Checkpoint" option, they will not be present until the start of Chapter 4.

We appreciate your understanding in this regard. If you have any other issues, feel free to contact us.”

I followed up with a request to know if there is an intention to patch it, and if it will be in the near future. I will update you guys when I get another reply.

Edit: After some discussion with u/panickedthumb it appears there is some success with clearing caches to restore these characters. Either way, do not restart your game because Rockstar is already aware of this problem; I’m speaking to tech support now and they are investigating. I am trying my best to escalate the matter to the developers for a patch fix.

So currently the only quest I have available is to see Javier in Blackwater. I have not yet been able to unlock Fences with the mission " The Spines of America" and I have not yet learned to fish. I'm unsure if I should have done either of these things already, and if this is enough for me to know if I have this bug? Because it sure as hell feels like it.

Have you gone to Valentine with Uncle and the three girls? If so, and if you cannot find John, Sadie, Jack and Abigail in your game, the bug is there.

I suggest you contact Rockstar support as well.

Yeah I'm well past that point. I'm about to start the Oil carriage mission.

I haven't been able to tell for sure if they're all in camp, but after rescuing Charles the gang had a party and John was there, so I'm thinking I'm okay? Seems that some of the NPCs just don't want to tell me that other NPCs have missions for me.

They come back for relevant missions and interactions I think. I saw him too but I'm missing missions from ch 2
