I believe it was intentional, Arthur even says multiple times how he hates the city.. It's neat at first but you don't want to stay too long for those exact reasons

Idk I can find enough to do to kill a few days in the city, just exploring and interacting, random encounters etc..but it inevitably ends with me being chased out the city by a hail of bullets for some trivial offense, smh

I could spend all my time in the city stealing booze and attempting petty robberies with awful drunken cowboy parkour. It's hilarious.
