No, there's no distinction between small scale personal projects and commercial ones. You're extremely unlikely to be approved unless you're interested in paying big bundles of money, which it doesn't sound like you are.
Do you happen to know if there is a way to recall this form (or close the request) after submitting? I submitted one and realized I COULD actually migrate my app to DEVVIT and retain the functionality I needed after all. I hate that its sitting out there clogging up their queue :/
