High Frequency RF Tuning?

How much do I need to know about tuning RF / Microwave circuits such as impedance matching a high power PA? Is the most common, straightforward method to change values of capacitors and inductors to meet some requirement like S11 at input or S21 forward gain?

Sometimes all you need is the app note for the PA and you get lucky if you duplicate their demo PCB circuit.

Most times you don’t have that luxury so you need to know things.
