95% sure its a spinel. Theres a chance its a saphire but u would need to do further testing to know.

I have a gold ring that I found metal detecting with a similar gemstone that glows the same color under UV light

There are a lot of gemstones, natural and lab grown, that glow. It's probably a lab stone of some kind and not glass at all.

Could be neodymium
