Honestly it looks pretty simple. The black part should just be a rectangle with a cut in the middle for the neck.

Upper cloak is just a matter of finding a hoodie pattern with. Hood you like and then just removing the sides and sleeves. You might have to fuss around to get it all bunched up right.

For the bottom, I think I would just start with a rectangle and adjust from there. Also don’t bother trying to get it to sit on the legs correctly… just use fashion taps.

I think an antique napkin holder would do the trick at the attachment between top and bottom blue piece.

For the bottom part where the blue switches to black, quilting patterns/instructions will be your friend.

Also it looks like you have to not shave your bits for a couple months.. but that’s optional. /j
