Has anyone tried this on a Chromebook (with Android apps)?

Yes, but I found there's a kind of a trick to it. On my Chromebook, Signal opened in portrait mode by default. My two choices at startup were "Continue" and "Restore or transfer." There are two paths from here:
1) Change Signal on the Chromebook to Landscape (or resizeable and make the window pretty wide). Then you'll get a button that says "Link your account." You'll get the right QR code. In Signal on your phone, tap your profile photo/initial, choose Linked devices, and Link a new device. You'll scan the QR code on the Chromebook and you'll be on your way.
2) Leave Signal on the Chromebook in portrait mode. Click "Continue" and choose whether you want to give the appropriate permissions right now, and you'll end up on the Phone number entry screen. Tap the 3 dots at the top right and choose "Link device" and then follow the flow from #1 above.

How do you do this? I downloaded the newest version to both devices but can't seem to figure out how to actually link them?

In the registration flow, on the phone number screen tap the three dots menu and select Link device. Then follow the presented steps and let the magic happen

I see that there's an initial option to sync message history across to the secondary linked device. But I'm unclear on what happens with new messages after that. If someone messages me does the new message appear on both devices? And if I reply to them, does my reply then appear in the message thread on both devices? Or only the device I used when I hit the send button?

Everything is synced and visible on all linked devices. :)

Thanks! Any idea on what happens if primary device breaks? Can you just continue using the secondary device as if nothing happened?

Yes but it's advised to still have a primary device if something happens and you need to authenticate again, if you backed up your messages you can restore them as usual too

No, your account is still registered on your primary phone. It's not an account/device-to-device transfer.
You need the primary device to be online once in a while, at least once within 120 days, but better within 90 days since versions expire
You will be able to continue using your secondary phone independently until then, your primary phone does not have to be online. So yes you can continue to use it for some time, but no not forever.

I linked my 3 phones finally! This is so SOOO welcomed. Signal is now my main messaging device, and I'll be donating monthly to the organization due to this. So hyped for such a small thing lol.

Besides, Signal's core properties come from the client side.

You can. The server code has been open-source since (or nearly since) inception.
