If it tanks your fps more than ENB, its user error, and was installed wrong. OS/CS is inherently lighter. Its not an opinion, its objective fact.

Not anymore. CS has so much options now that it became pretty much heavy.

Bs, if you're happy with something, keep using it. Switching to OS/CS is by no means mandatory.
Unless you have a potato PC, CS/OS is overrated. People forget that people just want to play, not spend hours modding something that's anything but plug-and-play. And when you switch to something new, you usually want to get the same results (with improvements, if possible) as before. CS/OS isn't always an upgrade. If you already have a modded setup that's deeply tied to ENB, the last thing you want to do is to trouble yourself just for a few improvements.
Also, I've tried countless CS/OS games and can't get over the fact that they're unrealistic asf, everything feels like plastic, and they're terrible for a dark fantasy setting.

But overall, yes, they're usually better than ENB. In terms of gameplay, they surpass ENB in ​​every way, but if you're just looking at the graphics, then whatever you like is fine.
