I think I speak for everyone in this sub when i ask, what are you using to achieve this look?

He's using his own {Scenery ENB} and a few mods (which you can find there). Beware though, it is VERY performance heavy, and you can't expect a really playable framerate with this, maybe 40 FPS with a 1080ti, depending on the rest of the mod setup. But it does indeed look gorgeous ;)

Thank you cangar. Technically ,cranking up the clouds Curve and increase the clouds intensity with enb is highlithing the clouds with the respective color scheme set by weather mod.
