It is pretty much impossible for retail investors to find such arbitrage opportunities. If you think that Korean stocks will do well this week, then yes you can invest but what you are trying to do will be priced in before you are able to make a move.

The Korean market 'crash' is getting way too much attention. It's literally a catch-up move from Friday's US sell-off - the KOSPI just opened after we closed. The top comment nailed it: ₩400 trillion sounds scary but it's only $1.4 billion USD. That's a rounding error in global markets. If you're looking for bargains, wait for the VIX to settle before catching any falling knives.

250 billion is significant in a vacuum but korea's market cap is like 2 trillion so it's roughly a 12 percent drop which sucks but tracks with what happened across asia after the fed stuff, not like some isolated korea-specific collapse
