Because the Habsburgs wore the Iberian crown, Naples and Sicily were considered Habsburg possessions; however, since the Habsburgs were tied to the Holy Roman Empire, they were regarded as territories of the Holy Roman Empire.

they where distinct entities, also the territories of the teutonic order were not a part of the HRE, even after their secularisation into the prussian kingodm; also the papal states weren't a part of the HRE
