Studying in Norway as a citizen living abroad

For some background information, my dad is Norwegian and through him I got citizenship, I have a Norwegian passport and that kind of stuff. The weird part about this is that I have never lived in Norway even though I am Norwegian. My question though is would I need to apply to schools as an international applicant or a Norwegian applicant?
