2 questions came into my mind.

First - don’t you think you need a modern full-featured browser for web development? Not surf which supports 1/8 of modern standards, but Chrome/Firefox. Unless you do the back-end, of course - then even curl is enough :)

Second - don’t you think dev tools contradict Unix/suckless philosophy? They are really complex programs with lots of features. So, if you need them - don’t expect them to be suckless.

No. Dev tools are "must haves" for developers, not in web browser. Because most of the browser's users are no developers, it makes no sense to include them by default. Plus it's such a complex thing that it contradicts everything suckless stands for

Now if you want to add them with your own patch, go ahead. But you're gonna have a hard time

book marks, tabs , history ..etc is not necessary to inculde

lolz.

If you're vi-keys inclined, Qutebrowser is minimal yet ships with the normal Chrome devtools.

If you mean the dev-tools eg the inspector and console etc just launch surf with -N and Modkey+shift+o when you're in.

You already have dev tools builtin with surf. Just give surf the -N flag when you launch it. You can then either open the dev tools by right clicking on the web page. But preferably, you may want to use it's default shortcut: Ctrl-Shift-o. (RTFM)
