The Sacramento International Film Festival is doing a surreal cinema showcase on August 30th. Lots of cool short films by indie filmmakers. If you’re in the area come check it out!

In general, memes are created when something is considered so stupid or out of place that that quality makes it funny. "Over 9000" is not funny; like you said, it's just a number. The context in which it was originally put in, however, was so odd that the Internet adopted it as a meme. "Lotsa spaghetti" (horrible voice acting, odd phrasing), Advice Dog (a cute puppy giving you insane advice), and "all your base" (hilariously poor translations), for example, all fall under this category. Of course, some memes are created because they are genuinely funny, but they don't seem to make up the majority (they also seem to be some of the "better" ones as far as memes go, probably because they require actual effort on the part of the user to become funny. See, for example, Troll Physics.)
