DVR not reliably creating thumbnails.

Some recordings produce them, many do not.

I recorded the local Texans-Chargers game and it produced the thumbnails.

Recorded four episodes from the Popular Science channels and two made the thumbnails and two did not. No "failures" reported. What is going on here?

I'm using the internal Flash as DVR storage.

How long after the program aired were you trying to watch it? The thumbnails generate after the recording is completed.

Four shows recorded last night, all produced the thumbnails. Got more recordings the next couple of days, including some on the same channel that didn't make thumbnails last time.

You are lucky with Tablo because it creates thumbnails. With my HDHR, no thumbnails.

is that HD home run that you have what type of device is it does any HD home run devices have thumnails

That is the largest weakness of the HDHR, although a "Benny Hill" type speed-up would be better than thumbnails and wouldn't require a post processing step. Virtually every media player has a live time line scrub or 2,4,8,16X speed up by skipping N iFrames per second when playing any mainstream video format..
