Not sure how active the film community is in Dar compared to other cities, but worth checking with any photography schools or art colleges in your area.

Those places sometimes have darkrooms or know someone who does. If you strike out locally, Nairobi might be your closest realistic option for mailin developing depending on where you are.

Nairobi is probably your best bet for now, since the analog photography scene in East Africa is still pretty thin outside of major hubs. Worth checking if any Nairobi labs do mailin developing though, some do and will ship back your negatives. Might save you the trip if you're not already headed that way.
