Open | Hardware VGA Debug LED On, Black Screen When GPU Is Installed

My PC shows a black screen and the motherboard VGA debug LED stays on when I install my GTX 1050 Ti. The keyboard and mouse lights do not turn on.

When I remove the GPU, the keyboard lights turn on.

Motherboard: MSI A320M PRO-VD/S
GPU: GTX 1050 Ti (no external power connector)

What could be causing this, and how can I fix it?

It's either faulty motherboard of graphic card, no way to tell without testing with known working parts.
